Why can't they have a safer and more cleanly done wiring?

Who is responsible for the wiring, particularly for changing old ones and introducing new ones?

As I sit waiting for a Collector to meet us in yet another Collectorate, my gaze wanders to more hanging wires in the corridor, a familiar sight in most parts of India in all govt offices. I always wonder why is it so hard for the wiring to be neatly done and why can't they remove old ones.
